WhatsApp Business API Pricing Explained (Per-Message Costs)

By Resolvenyx··8 min read

Short answer

WhatsApp Business API costs have two parts: Meta’s per-message charges for business-initiated template messages (which vary by message category and recipient country), and your platform’s subscription fee. Replies you send inside the 24-hour customer service window are generally not charged by Meta.

Pricing is the first question every team asks before moving off the WhatsApp Business app, and it is also the part most often explained badly. This guide breaks the cost into its real components so you can estimate a monthly budget. Meta adjusts its rate card regularly, so treat any figure you see elsewhere as a snapshot and check Meta’s current pricing page before you commit.

The two costs you will actually pay

There is no such thing as “the” WhatsApp API price. You pay for two separate things:

  1. Meta’s message charges. Meta bills for business-initiated conversations that use pre-approved templates. The rate depends on the message category and on the country of the customer you are messaging.
  2. Your platform’s subscription. The tool you use to send and receive messages (a shared inbox, helpdesk or CRM) charges its own fee, usually per plan or per user. See Resolvenyx pricing for how we structure ours.

Some providers also add a markup on top of Meta’s rates, and some pass them through at cost. Ask any vendor you are evaluating which model they use, because at higher volumes it becomes the largest line on the bill.

How Meta’s per-message charging works

Meta charges per delivered template message rather than per 24-hour conversation. Templates fall into categories, and each category is priced differently:

Template categoryTypical useCharged by Meta?
MarketingPromotions, offers, product announcements, re-engagementYes, usually the highest rate
UtilityOrder confirmations, delivery updates, appointment remindersYes, but generally lower; often free when sent inside an open customer service window
AuthenticationOne-time passcodes and login verificationYes, at its own rate
Service (free-form replies)Answering a customer who messaged you firstGenerally free inside the 24-hour window

Rates change and differ by country, so always confirm against Meta’s current rate card. The structure above (category-based, per message) is what to plan around.

The practical consequence: a support team that mostly answers inbound questions pays very little to Meta, while a team that sends promotional broadcasts to thousands of contacts pays per recipient. Our guide to the 24-hour customer service window explains why the window matters so much for cost.

What drives your bill up

  • Marketing broadcasts. Every recipient of a marketing template is a billable message. Segment your audience so you only message people likely to care. See our broadcast guide.
  • Messaging outside the window. Slow replies push conversations past the 24-hour window, forcing you to use a template to re-open them.
  • Destination country. The same template costs different amounts depending on where the customer’s number is registered.
  • Platform seats. Per-user subscriptions grow with team size. Compare what is included: Resolvenyx plans bundle users, inboxes and contacts together and let you add extra capacity as needed.

How to estimate your monthly cost

  1. Count the inbound conversations you expect per month. Replies inside the window are generally free from Meta, so this is mostly your platform cost.
  2. Estimate business-initiated messages by category: how many order or appointment notifications, how many promotions.
  3. Look up the per-message rate for each category in the countries you serve and multiply.
  4. Add your platform subscription and any extra users or inboxes.
  5. Add a buffer. The first months usually include template experiments and re-sends.

Ways to keep WhatsApp costs under control

  • Answer inbound messages quickly so the conversation stays inside the free-form window.
  • Use utility templates (which are cheaper) for operational messages rather than dressing them up as marketing.
  • Segment broadcasts by label or behaviour instead of blasting the whole list.
  • Use an AI agent to answer routine questions inside the window instead of sending templates to re-engage later.
  • Track delivery and opt-outs, and remove contacts who never engage.

Frequently asked questions

Is the WhatsApp Business API free?

Access to the API itself is not a flat “free” product. Meta charges per business-initiated template message (by category and country), while replies inside the 24-hour customer service window are generally free. You also pay a platform subscription to use it as a team.

Does WhatsApp charge per conversation or per message?

Meta moved from conversation-based pricing to per-message pricing for template messages. Check Meta’s current documentation, since the pricing model and rates are updated periodically.

Why does the same template cost different amounts in different countries?

Meta sets rates by the country or region of the recipient’s phone number, so a template sent to one market can cost more or less than the same template sent to another.

Do I pay Meta directly or through my platform?

It depends on the provider. Some bill Meta’s charges through their own invoice, some have you pay Meta directly. Ask any vendor how message charges are billed and whether they add a markup.
